Gere W. Sibbach, C.P.A., was our guest speaker last meeting. Gene was elected to his current job as County Auditor-Controller in 1990 and reelected each term since. He is in his 20th year serving as the County Auditor-Controller.
Prior to that he served the county as Deputy Auditor-Controller, Hospital CFO, Director/Treasurer for the City of Morro Bay and City Treasurer for Atascadero, and periodically served as a lecturer in math at Cal Poly.
Unlike other counties Gere informed us that we are “one of the best funded in the state”, and are able to tap into “reserve” monies to fund various county projects.
However, the county has been and will be adversely affected by the state budget woes. For example 273 county positions (over the next 3 years) will be eliminated, 87 positions during this coming budget proposal.
Mr. Sibbach said the state has started cutting back on services and money provided to the county. For example, the money provided to the county because of the “Williamson Act” (the California Land Conservation Act of 1965) has been reduced. The state has also proposed to eliminate “CalWORKs”, a state welfare program.
Gene said when you start looking at some of the things being done about the state budget problems it’s like watching people “moving deck chairs on the Titanic.”
